
Hello to everyone who is reading this blog right now, this is the second post of my blog. In the last one, I mianly talked about the air force power of China, I concluded that the aircrafts that PLA (People's Liberation Army) has now is unmatchable against those of the western world, especially the U.S. Today I want to focus on analysing some articles from the others and see what they think about whether China is causing a threat or not.
The first one is on the website of TIME(http://www.time.com/time/world/article/0,8599,1595893,00.html), which mainly accessed the China's rising power by the recent conferences between China and the U.S. After Admiral Fallon met with the officials of PLA, he returned with some comforting news. China is willing to corporate with the rest parts of the world and it's not hostile to any other countries. The article suggests that compared to the U.S, which has a military budget of $620 billion in 2008, the China's spends on military is just insignificant(China's reported funds in military is $45 billion), even the military budget of Japan is considerably larger than that of China. However, the article also pointed out that China lacks the information behind the number. For instance, how much money did China spend on anti-satelite weapon, how many that kind of missiles does PLA has now. But try to think in another way, why would the Americans have to know about all the details of PLA? The budget of military is closely related to nation security. I think it's very understandable for the Chinese not willing to tell you everything, just like an entrepreneur who doesn't want to tell others his income, it's his/her privacy. Besides, Since the military budget of America is more than 10 times that of China, even if PLA doesn't want to clerify every single expense, there's nothing to worry about. Therefore, if the U.S government take this as a reason why they think China is growing into a threat, then I'd say they are looking for troubles themselves.
The second one is on http://www.cfr.org/publication/10824/, which specifically summarize the intention of China behind its military buildup. As the author suggests, China's military power is claimed to be targeting at Taiwan contingency. On the other hand, the article pointed out that China's military capability can be also used against other countries such as Japan. The Pentagon was concerning about the military balance between China and Japan. For you see, throughout history, there were never a prosperous China and a prosperous Japan at the same time. With the raising nationalism in these two countries and the conservative actions made by Japanese politicians, the tension in East China Sea is growing at an astonishing speed. But the fact is, it is hardly possible that those differences in ideology to involve into armed conflict because of the Institution of Japan is limiting Japanese army from declearing war with other countries. Except for Japan, the countries in East Asia have not have a similar reaction to China's military might. The other countries in that region (asia-pacific region) have high hopes that China will be a positive player in the security aspect of the region instead of a belligerent fighter. Last but not least, the author of this article suspects that the Pentagon is exaggerating China's military existence and threat as an excuse for its massive expense on weapon systems and upkeep for their bases in America and abroad. In conclusion, the article indicates that the World has not yet had the need to treat China as an enemy. It is true that China is undergoing a revolutionary change and it's so unpredicable, but this is not a reason that can be served as evidence of China's evil intention.
Now, the last one from http://english.people.com.cn/200506/15/eng20050615_190420.html, is the article written by the chinese and translated into English. I posted up this article in order to show that how the Chinese people regard the "China Threat". Apparently, the Chinese consider the theory of China threat as "Another BS" from the White House and Pentagon, just as they usually do according to their out-dated Cold War Mentality. So, basically he assumes that the White House can simply make up some reports and list any country they want as 'suspicious country'. And Pentagon is more than willing to do that in the purpose of remain stable in the Washington political circle. Besides, the U.S government did this so that they can find an excuse to enhance their military existence in the Asia-Pacific region and hence advence it's global hegemonic undertaking. Let's put aside whether the aurthor is right or not, at least he is making clear sense by analysing the psychology of the White House. However, denying every single word from the U.S is somewhat too radical and too aggressive, the reports from White House is still a bit credible and it's bot wise to discard them like waste paper.
In conclusion, all of these articles are somehow quite informative and tell us a lot of facts. But none of them can be trusted completely for they are all aimed to meet the best interest of their countries. Thus, it's fairly hard to come up with a conclusion ob whether China is a threat or not. After all, this is such a complicated issue that everyone has their own insight and it's far more than a 'yes or no' question.
